Only the likes of Kevin Ashman (and let's face it, he's a one–off) can be expected to know the birth years (or death years) of individual people (with the possible exception of kings and queens, and some very special cases).
The vetters did suggest that this question was too difficult, and maybe it should ask for the decade; but the setters chose to ignore this comment.
The next question (the one about Gainsborough) is surely much fairer. I would suggest that this question (the Freud one) would have been better asked as "Which famous British painter was born in Berlin in 1922, and came to London with his family in 1933?" If you were feeling generous, you could even mention that he had a famous grandfather, or that he died in 2011 aged 88.
